It covers steps taken by central government and local authorities, research centres, the private sector, and civil society. It focuses particularly on questions relating to the governance of risks, co-ordination, and the engagement of key stakeholders. Dramatic events, such as the earthquake that struck China’s Sichuan Province in 2008 and the devastation caused by Hurricane Katrina in the United States in 2005, have brought the financial management of catastrophic risks once again to the forefront of the public policy agenda globally. To address these issues and develop sound policies, the OECD has established an International Network on the Financial Management of Large-Scale Catastrophes. This publication supports the ongoing activities of the Network. This book contains three reports focusing on different institutional approaches to the financial management of large-scale catastrophes in selected OECD and non-OECD countries, the role of risk mitigation and insurance in reducing the impact of natural disasters, and the importance of strategic leadership in the management of non-conventional crises.

Beaches are places that give and take, bringing unexpected surprises to society, and pulling essentials away from it. Through monsters, we confront our tiny time between catastrophes and develop a recognition of Otherness by which an ethical understanding of difference becomes possible. Learning to read the monster's environmental signs often helps humans determine the scope of the monster's place in the eco/cosmic timeline and defeat it--until the epic cycle inevitably repeats; monsters live and live and live. Even so; when humans identify and confront monsters we do so at the risk of exposing our own monstrosity. When a massive creature is pushed into human proximity by the ocean's wide shoulders, the waves deposit and erode human assumptions about itself and its environment; words, sounds, breath, water, wind, flesh, blood, and bones wash in and out. Chance encounters reveal us to ourselves anew. When we look into the inky backs of whales, or deep into vortices, what do we see?

Cet ouvrage sur le bizarre est motivé par la présence insistante du mot dans des textes du XIXe siècle appartenant à des genres divers (romans d'analyse, récits de voyage, récits de rêves, récits fantastiques, récits d'enquête, critique littéraire, critique d'art, poésie…). Il se fonde sur une étude des dictionnaires depuis le XVIe siècle, étude qui permet de découvrir divers sens, tressés ou sélectivement convoqués par les œuvres qui utilisent le terme ou ses dérivés. La première partie fait valoir l'utilisation du mot aux trois sens de singulier, irrégulier, bigarré, dans le domaine de la psychologie, de l'exotisme, de l'onirisme, du surnaturel, des enquêtes et de l'esthétique. Mais abordé ainsi, le bizarre tend à se confondre avec le grotesque. La deuxième partie s'intéresse donc au sens spécifique, qui correspond à l'effet intellectuel produit par la personne, l'objet, le lieu, le fait, l'œuvre ou le discours bizarre : déconcertant, voire incompris ou inexplicable. La troisième partie s'interroge sur les formes que prend l'expérience esthétique du bizarre au sens d'inexpliqué. La quatrième étudie les enjeux moraux d'une promotion de ce dernier sens. La mise au point lexico-sémantique à partir des dictionnaires figure en annexe. L'émergence du sens intellectuel et subjectif (l'effet intellectuellement déstabilisant ou paralysant produit sur un sujet) se trouve mise en perspective : elle a pour fond un puissant courant irrationaliste, et vitaliste, et l'émancipation de la psychologie à l'égard de la religion et de la morale, qui concerne aussi la littérature.
